I dont think they have that rank in the Army. I dont know about Syria but in the U.S we dont have a “minor general” rank.
Below is a List of all Officer ranks in most armies. I spent 12 years in the army reserves and left as a Cpt.
2nd LT, LT, Cpt, Maj, LT Col, Col, Brigadier General, Major General, Lieutenant General, General, General of the Army

Finally a Sr.Officer defecting. What did he take with him though? Any men joining him or did he just desert and announce he is defecting? More news would be nice.
