According to Lebanese media reports Hezbollah operative in Iraq  was freed by the Iraqi government  about a month ago and is now in Lebanon .

Daqduq masterminded the 2007 ambush in Karbala , Iraq in which five U.S. soldiers were kidnapped, tortured and killed. Captured by the British that year, the Lebanese national admitted his role in that attack to U.S. interrogators and provided details about the support and training from Iran to Iraqi insurgents. He was the senior-most Hezbollah operative in U.S. custody for more than four years.

When the US troops pulled out from Iraq they handed  Daqduq to the Iraqi authorities . The US later requested his extradition but Iraq rejected the US  request.  Subsequently the Iraqis claimed they  had no “legal basis” to keep him in custody. Baghdad  reportedly reached this conclusion long time  ago but waited in part to spare President Obama a campaign .embarrassment.
