The list, published by the Saudi Press Agency late on Monday, includes 83 Saudis and two Yemenis and calls for the suspects to turn themselves in to the authorities.

The names were released by the Interior Ministry following news in January that at least nine men, including several former inmates of the US prison at Guantanamo, had undergone a rigorous rehabilitation process but had been rearrested. Brig. Gen. Mansour Al-Turki, a spokesman for the ministry, said that Saudi Arabia had asked for the help of Interpol, the international police organization, in order to detain the suspects and return them to the Kingdom. He urged the suspects to turn themselves in to Saudi embassies abroad.

"The embassies will help them return to Saudi Arabia and be reunited with their families," he said. "Reuniting with their families may not happen instantly. There may be a process that might include rehabilitation." Al-Turki said he believed many of the militants were receiving training abroad in order to carry out operations in Saudi Arabia.

Al-Arabiya satellite news channel said the statement identified one of the militants, Saleh Al-Qaraawi, as the leader of Al-Qaeda in Saudi Arabia.

The ministry statement said that 15 Saudis "who were misled and realized their mistake" had come forward to surrender to Saudi embassies and consulates abroad. "There are others remaining who are still holding on to their sins and temptations," the statement said.

"They have made themselves tools in the hands of the enemies of the religion, and the nation has nothing to do with them and is apprehensive about what despicable acts these human devils might perpetrate against their people and nation."

The Interior Ministry announced in October that authorities had indicted 991 suspected militants on charges that they had participated in terrorist attacks carried out in Saudi Arabia over the last five years.

In late January, the US-based SITE monitoring service reported that two men released from Guantanamo had appeared in a video posted on a jihadist website. A Saudi named Abu Sufyan Al-Azdi Al-Shahri was said to be among the senior ranks of Al-Qaeda in Yemen.

Saudi Arabia has been battling with armed militants linked to Al-Qaeda since May 2003. Hundreds of suspected sympathizers have been arrested.

The authorities said in October that the terrorist attacks in the Kingdom had killed a total of 90 civilians -- both foreigners and Saudis, and 74 members of the security forces. The Interior Ministry said it planned to put in the dock almost 1,000 defendants in the first trials of Al-Qaeda suspects in the country.
