
After visiting Suleiman in Baabda, MP Ghanem said the time had come to rebuild institutions, starting with the presidency, cabinet and parliament, in order to establish a true Lebanese state.
"The disruption does not only harm institutions, but also the interests of the people," Ghanem added. "We have serious security, economic and social problems, and therefore all political leaders must facilitate the task of forming the government."
Ghanem said that there was no explicit provision in the Constitution that sets a deadline for the government formation, pointing out that the deadlines specified in Article 64 only deemed that the ministerial statement should be submitted to the House of Parliament within thirty days after the government is formed, and that the government could not exercise its rights until after it gained the vote of confidence by the parliament.
