The people do not care which ministry will be allocated to whom, as long as the government puts the welfare of the people before its existence.
This government should be formed quickly, for Lebanon can't afford another series of violent events. After all, the government is expected to be short lived, ruling for just ten months until next summer's elections take place.
A new electoral law - based on the 1960 law - is expected to emerge to ensure representation for minorities in Lebanon.The new electoral law should not aim only to cement the existence of March 8, and 14 rivals in politics.
The new ministers should understand that they should focus on the key issues faced by Lebanese society: security, economy, social and environmental problems. The new agenda should be able to tackle the problems that burden ordinary citizens. These urgent issues should be a priority for this government, they should be addressed urgently so as to avoid people's cataclysm and upheaval.
Nobody should expect miracles from this short lived government, for this latest arrangement of ministers will not have the time to govern. Regardless, the Lebanese should expect the introduction of a road map and strategy that outlines realistic solutions that can be implemented gradually and for the next ruling coalition.
Because analysts along with politicians know that the above issues are reciprocally connected, as Russell L. Ackoff wrote about complex problems as messes: "Every problem interacts with other problems and is therefore part of a set of interrelated problems, a system of problems... I choose to call such a system a mess."
So serious decisions should be taken to diminish the above mentioned messes and issues.
These are important problems that are overshadowing Lebanon's prosperity among the nations. The first step to have a flourishing nation is to ask all the political parties to facilitate Siniora's task to form a government that tackles the above issues urgently. The country can't afford to be in a political vacuum and dilemma for another ten month.
The violent incidents that took place in the north, Ain El Helou suicide attacker against the Lebanese army, and Beirut's Bir Hassan district, where a citizen was shot at, could be the sparks that reignite lawlessness on the streets. This void and lack of security should be on every politician's mind that is hindering the formation of the government.
Security is the backbone of any autonomous, free and democratic society. So, by having a strong new government that introduces and implement an internal plan that protects each citizen. This plan should not allow any extremists and radicals to use Lebanon as a battle ground now or in the future. Ultimately, the problem of this lack of security is creating an uneasy atmosphere on the ground and could spawn and initiate another scuffle among different political parties, which Lebanon does not need at the moment.
Reports are showing that the sector of tourism is starting to pick up and thrive. This in turn, will boost the economy that the Lebanese badly need to assuage the monetary hardships that was and still hitting their daily lives, so as to meet their end means.
Social and environmental problems are accumulating in the community, lack of civil awareness is missing among the people. Starting from lack of education on how to protect the environment from hazard and normal garbage that pollutes the sea (Sidon is one example), and how to avoid flickering fires in the forests and woods. Also, the government should also find a swift solution for the electric problem that has and is burdening the citizens pockets for the last three decades, and contaminating the environment from all the generators that are scattered all over the areas.
One of the solutions to raise awareness is to create a special work force and rangers and train them to ensure safety of the seas and forests. This program will create jobs for the unemployed, which in turn, will boost the economy and curb young men from leaving to find jobs outside Lebanon. Different social agendas will encourage citizens to indulge in building their communities.
Prime minister Siniora should have the wisdom and political craftiness to create the right atmosphere among rivals to ensure the creation of a unity government before it is too late.
Security, inflation of commodities, social and environmental problems are amalgamated together and is hitting every citizen from all walks of life. So the agenda of the new government should include tactical and strategic solutions for the above problems.
Certain measures should be taken from the new government beside ensuring their existence on the political arena ,and that is introducing new realistic social plans and laws that can be implemented rapidly and could be adopted by the next government that will be born from the new electoral law. Simply stated, these measures will create the positive atmosphere to attract investors, tourists and most important Lebanese will live in peace and value their country.
Here the big question to be asked, are the Lebanese politicians ready to be accountable, transparent, independent from outside powers, and give up their status, greediness and love of power for Lebanon's prosperity?
Irrelevant of its political color, the new government should address the urgent security, economical, social and environmental issues so as to assuage citizen's hardships and challenges. This is to be seen and witnessed soon.
