
The agreement bans resignation by members of the opposition from the cabinet and bans any resorting to weapons to achieve any political gains
Ya Libnan published informal details about the agreement , before it was made public. Here are the main features of the agreement as announced in Qatar on Wednesday.
First - The parties have agreed that the Speaker of the parliament will summon all the Lebanese parliament members to convene, according to the constitution , within 24 hours to elect army chief General Michel Suleiman as president of the republic of Lebanon knowing that this is the ideal method to elect the President in exceptional circumstances and remain within the terms of the Lebanese constitution
Second - Forming a national unity government of 30 ministers on the basis of 16 ministers from the majority, 11 ministers from the opposition and three ministers to be named by the new president. All parties pledge not to resign from the government or obstruct the government's decisions and actions.
Second: Forming a national unity government composed of 30 ministers distributed among the majority (16 ministers), the opposition (11 ministers) and the president (3 ministers), and by virtue of this agreement, all parties commit not to resign or obstruct the government's actions.
Third - Adoption of the 1960 electoral law for the 2009 parliamentary elections which is based on Qadaa ( county) sized electoral district with some exceptions:
Marjayoun and Hasbaya counties will be combined in one electoral district
Baalbek, Hermel, western Bekaa and Rashaya counties will be combined in one large electoral district
As far as Beirut region is concerned it was divided as follows:
a- First district: No. of Mps 5 and includes Ashrafiyeh, Rumail and Saifi areas
b- Second district: No. of Mps 4 and includes Bachoura, el Mdawar, al Marfaa (port area)
9- Third district: No. of Mps 10 and includes Mazraa, Mina el Hosn, Ain el Mreisseh, Al-Musaitbah - Ras Beirut - Zkak el Blatt
The above changes should be referred to the parliament for debating and approval under the chairmanship of MP Fouad Boutros who is in charge of preparing the new electoral law
Fourth: Implementation of the agreement signed in Beirut and particularly paragraphs 4 and 5, which call for
paragraphs 4- All Parties undertake to refrain from returning to the use of weapons or violence to achieve political gains.
paragraphs 5- All Parties agree to launch a dialogue aimed at strengthening the state by spreading its authority over all the Lebanese territory guarantee the security of the state and its citizens. "
The parties that participated in the dialogue that took place in Qatar have agreed to implement the fifth paragraph by
Banning the use of weapons or violence whatsoever regardless of any differences to ensure national partnership based on living together under a democratic system of government . The state should be the sole authority that maintains security , law and order and all parties undertake to support this system
The parties agreed to support the implementation of law and order throughout the country and to respect the law and the sovereignty of the state throughout the Lebanese so that outlaws will have no safe havens and should be brought to justice
The dialogue to implement all that was agreed on will be under the leadership of the president as soon as he is elected and a government of national unity is formed
Fifth: The reaffirmation of the commitment of the Lebanese political leaders to immediately refrain from using language that incites political rifts or sectarianism and from accusing each other of treason.
The Arab ministerial committee said that it is filing this agreement with the Secretariat of the League of Arab States upon signature.
The Agreement was signed in Doha on May 21, 2008, by the Lebanese political leaders participating in the conference, in the presence of the Arab Ministerial Committee and its members.
