Qassem's comments came after meeting with the Arab League delegation.
"Arab countries will sponsor inter-Lebanese dialogue" that would tackle formation of a new government and the elections law, Qassem told a press conference.
"As for us, we will only discuss issues that had been discussed before the latest events" broke out May 7, he said.
"We want to reach a settlement on the basis of no victor, no vanquished," he added.
Qassem said that Hezbollah recognizes "the other" party and demanded that the other side recognizes the Shiite group.
"Revoking the two government decisions was the key to return things to the previous status quo," Qassem said.
"We want to work hand in hand in order to build Lebanon. Neither American intervention nor external meddling is in the interest of Lebanon," he stressed.
The issue of the Hezbollah arms is of big concern to the ruling majority , since these arms were supposed to be only pointed at the enemy and never used against the Lebanese citizens . It remains to be seen if this issue will be added to the agenda of the dialogue talks
