"Mechanisms need to be developed," Assad said in an interview with al-Jazeera TV channel.
"I spoke today of developing a mechanism for relations between Arab officials at all levels," Assad said. "Concurrently, mechanisms do exist at the Arab League."
Assad believed that the Damascus summit was distinguished from the 19 previous summits.
"There was frankness, and the most important thing was that the frankness was accepted despite the differences at many times," he said.
Assad said after meeting Moammar Gaddafi at a tent the Libyan leader pitched in Damascus that disputes he acknowledged broke out during closed-door meetings the night before were a cause for optimism.
"The most important thing about the summit is that there has been mutual frankness," Assad stressed.
Many analysts in the region described the summit of the Arab leaders as a summit of disunity. In fact Moammar Gaddafi , who was described by Assad as ' frank" told the summit " we all hate each other " . Gaddafi sided with Iran during the summit and urged the Arab countries to improve their ties with Iran.
The Arab delegates at the summit supported the United Arab Emirates (UAE) in its territorial dispute with Iran and called for a peaceful solution, but the official Iranian news agency quoted an Iranian Foreign Ministry spokesman as saying the UAE's claims were "vain and baseless".
"The interference of third parties stemming from their misunderstanding of the dialogue between the Islamic Republic of Iran and the Emirates is unacceptable and will not help it," spokesman Mohammad Ali Hosseini said.
"The three islands are an inseparable part of Iranian territory," he added.
The Three Island : The Greater Tunb, Lesser Tunb, and Abu Musa islands are situated in the Arabian Gulf at the mouth of the Strait of Hormuz. They have been occupied by Iran since November 30th, 1971, when Shah Reza Pahlavi sent Iranian military forces to occupy the islands.
Assad who is the new president of the summit is supposed to pursue the claim of the Emirates, but no one expects much from him on this issue because of the close ties between Damascus and Tehran . Assad'd father ( Hafez) was the only Arab leader who supported Iran against Iraq during their war.
Assad is also expected to pursue the political impasse in Lebanon and to help in the implementation of the Arab initiative , but again here no one expects Assad to help Lebanon because of his close ties with Hezbollah and its backer ...Iran.
Assad is also expected to help in ending the rift between Hamas and the PLO in the Palestinian territories , but unfortunately , here too few expect any miracles because of Assad's support for Hamas whose leader is based in Damascus... Hamas is also backed by Iran.
Assad is also expected to help Iraq in ending the al Qaida terrorist attacks , but here again Iraq is blaming Assad for facilitating the travel and the arming of the insurgents.
Assad was frank this time when he warned not to have high hopes from the summit.
