Lebanon PM warns of economic collapse amid violent protests

PM salamLebanese Prime Minister Tammam Salam said the government may be unable to pay wages next month, as protesters clashed with police for a second day over the cabinet’s inability to resolve a crisis over garbage disposal.

Lebanon’s political impasse may also prevent the government from selling bonds, affecting its credit rating, Salam said at a news conference in Beirut on Sunday.

“The garbage crisis is what broke the camel’s back, but the story is much bigger than this,” Salam said. “Did you know that because of the failure to take decisions, we may not be able to pay the salaries of a large number of public sector employees?”

Police outside Lebanon’s seat of government in central Beirut responded with tear gas after they were pelted with Molotov cocktails and rocks, television footage showed. Store fronts were smashed amid chants demanding the cabinet’s overthrow.

The perpetrators were outsiders who belong to some political parties and not part of the “You Stink” campaign that called for the demonstrations, the official National News Agency said, citing Imad Bazzi, one of the group’s activists. More than 30 protesters and police were injured, LBCI TV said.

‘Failed States’

Garbage has been piling up in Beirut since July 17, when the main landfill for Lebanon’s capital was closed before officials had agreed on an alternative site. The garbage was removed from Beirut two weeks later but kept increasing in other areas of Lebanon as the cabinet deadlocked over the issue.

The inability to service public debt through bond sales could push Lebanon’s rating down to the ranks of the “failed states,” Salam said. Lebanon is rated B- at Standard & Poor’s, six levels below investment grade.

Beset by domestic sectarian crises and regional proxy conflicts, Lebanon has been without a head of state since President Michel Suleiman’s term expired in May 2014 because lawmakers can’t agree on a successor. Parliament hasn’t convened in months and squabbles between supporters of regional Sunni and Shiite powers Saudi Arabia and Iran have impeded the cabinet’s decision-making.

A Lebanese official who asked not to be identified told Bloomberg News last week that the country plans to tap international debt markets to raise $1.3 billion this year. Authorities will approach banks over the issuance next month, the official said.

Wounded Protesters

Salam spoke after at least 75 protesters were wounded in clashes Saturday with security forces in central Beirut, according to the Daily Star newspaper. The interior ministry said more than 30 policemen were hurt.

Mohamed Abu Basha, an economist at Cairo-based investment bank EFG-Hermes, said politicians might reach a compromise to resolve the country’s immediate economic crisis, “which has been the equation governing the country for a few years now.”

“But a long-term resolution seems unlikely before the more important conflict is resolved one way or another, namely Syria,” he said in an e-mail.

Hundreds of thousands of Syrian refugees have flooded Lebanon since the conflict broke out in 2011. Hezbollah, an Iranian-backed Shiite militant group, is fighting alongside forces loyal to Syrian President Bashar al-Assad, deepening Lebanon’s involvement in the war.

      How do you make someone powerful pay for it? was it not Aoun who said expect new Surprises? Didn’t bassil and Saab attack the gov’t? I am all for protesting and it’s their rights.. but some are agitators and trying to bring down this gov’t. When the ministers meet in parliament to talk about crisis, FPM block wants to talk appointments regardless of what you think of the Future movement. but i agree with you he needs to grow balls and die with a car bomb like the others. it’s beyond pathetic and disgusting. you ask Hezbollah to vote for a president and you try to pressure them and they create crisis for you. this is not Aoun’s doing. Even nassrallah indicated that he will support in the protest. yes Salam needs to grow some balls even if it causes his death so be it.

Find me a country in the world that has a garbage problem such as this in the middle of summer during the tourist season? Then the PM gets up and cries it’s going to affect the economy? What’s going to affect the economy? The garbage on the streets or the protests? Blood oath people from all over lebanon should be protesting? I see everyone protesting from all over lebanon. It dosent need a parliamentary session? Whose in charge? Why wasn’t the contract renewed? Why weren’t things put in place to combat this before and after it happened? Why wasn’t something done when it was known it wasn’t going to be renewed? So sukleen is holding lebanon to ransom for what more money? The person in charge whoever it may be should resign. The government should take measures to combat this? If there was a bushfire now would hey put the fire out or call for a parliamentary session? All it takes is for one fool to drop a match on the shit and the whole place will be engulfed. This is beyond pitiful there’s just no shame left.

          well the last time you accused Sukleen of all the garbage crisis. yes i agree with you he needs to grow some balls but at the same time you have one side who is armed and dangerous and will stop at nothing but to destroy anyone in their ways. how do you want me to respond? explain to me please? when it comes to killing your opponents then keep accusing Israel of it? everytime you accuse them they kill you. yes you are right he needs to point fingers and take charge. but again how do you handle such a brutal force like hezbollah? you are going to say you have no proof. if you do then shove your words where the sun don’t shine.

We are taking about total incompetence of the people in charge who have allowed this to happen. Our interior minister is holidaying in Greece while the garbage has been sitting in the streets for the last month. We have have paid parliamentarians who are not even in the country and are still being paid. Now you want to sit here and talk about assassinations and who was responsible? It’s not the topic. The politicians in charge of this crisis are the ones deflecting and blaming this party or that party and you fall into it. Ok. We have a garbage crisis because hzb went into syria. We have a garbage crisis because hzb has weapons. We have a garbage crisis because you claim hzb killed everyone in lebanon. But we don’t have a garbage crisis because the people in charge are just totally incompetent and happen to be from the side you support. Ok you like that?

          9. Chaos is a reflection of the lack of governance. Chaos in this case is being fed by those who seek to take advantage whoever they may be. By ask yourself why we are in this position. There will always be those on all sides that seek to exploit weaknesses and take advantage. But to avoid that things should be done properly and in this case it’s an absolute shambles.

            Yes try to governance while you have armed militia who is taking control of the country. yes i can blame the gov’t for sure but which ones? Syria and Iran instead of building lebanon and building the Army they built a powerful force to protect themselves and it was well good investment i have to admit. but they could not bring themselves up to build the army and rebuild the structure they could been a far better investment. well here we are nobody has respect for each other in the gov’t and they all fighting like cats and dogs. don’t ever think i follow any of them. it’s sometimes when one speaks with reason then i would support. if there is anyone out there that i would support now is Sammy Gemyal but i am not there to know all about him. yes we are talking garbage but everyone is using this crisis to vent their disdain at the other. the Defense minister belongs to M8 club yet he is hated by Aoun for not giving in to him. So Aoun says i have surprises for you i am not talking trash until you appoint rukuz. but you cannot bring yourself to even mention his name and in the past you accused mustaqbal. I have to admit i hated Mustaqbal in peacetime and liked them in the wartime. there a lot to be said about that and i will just leave it at this for now. but i have to agree you are right all in all and the ones who needs to grow balls more it’s us the people and stop following geagea, hariri, nassrallah, berri and all these jackasses. it’s on us not them.. but one question i dare to ask can the people in Dahia protest against hezbollah without being harassed if not even shot or killed. didn’t a shiite brother die while he was protesting at the Iranian embassy by a Hezbollah thug. I guess that’s why i am in the US feel sorry for my fellow country men whom cannot help themselves. despite all that i still love my Lebanon whether you believe it or not..
