UN Asks Israel to Pay Lebanon $850 million for the 2006 Oil Spill

The U.N. General Assembly overwhelmingly approved a resolution Friday asking Israel to pay Lebanon over $850 million in damages for an oil spill caused by an Israeli air force attack on oil storage tanks during its war with Hezbollah in July 2006.

The assembly voted 170-6 in favor of the resolution, with three abstentions. Israel, the United States, Canada, Australia, Micronesia and Marshall Islands voted “no.”

General Assembly resolutions are not legally binding but they do reflect world opinion.

The resolution says “the environmental disaster” caused by the destruction of the tanks resulted in an oil slick that covered the entire Lebanese coastline and extended to the Syrian coastline, causing extensive pollution.

Israel’s U.N. Mission said in a statement late Friday that the resolution is biased against Israel.

“Israel Immediately responded to the oil slick incident by cooperating closely with the United Nations Environment Programme, as well as other UN agencies and NGOs, addressing the environmental situation along the coast of Lebanon,” the statement reads. “This resolution has long outlived the effects of the oil slick, and serves no purpose other than to contribute to institutionalizing an anti-Israel agenda at the UN.”

The assembly acknowledged the conclusions in an August report by Secretary-General Ban Ki-moon that studies show the value of damage to Lebanon amounted to $856.4 million in 2014. It asked Israel to provide “prompt and adequate compensation.”

The assembly also asked Ban to urge U.N. bodies and other organizations involved in the initial assessment to conduct a further study, building on the work conducted by the World Bank, to measure and quantify the environmental damage sustained by neighboring countries.

The resolution notes that “the secretary-general expressed grave concern at the lack of any acknowledgment on the part of the government of Israel of its responsibilities vis-a-vis reparations and compensation” to Lebanon and Syria for the oil spill.

It notes that Ban concluded that the spill is not covered by any international oil spill compensation funds and therefore recognizes “that further consideration needs to be given to the option of security the relevant compensation from the government of Israel.”

Lebanon’s U.N. Ambassador Nawaf Salam said his country considers the resolution to be “major progress” because it puts forward a figure for compensation, acknowledges the conclusions of the secretary-general’s report, and reaffirms the General Assembly’s commitment to justice.

“We affirm that Lebanon will continue to mobilize all resources and resort to all legal means to see that this resolution is fully implemented, and that the specified compensation is paid promptly.”

  1. These animals that run Israel should be paying all of the medical bills for all of the cancer victims that resulted from this catastrophe. Breast cancer cases more than doubled following this event, due to the contamination of fish.

    We can’t sit around and wait for Israelis to grow a conscience – what they did was premeditated and pure evil.

      They not only blasted the storage tank so it would leak out, they blasted the Earth Berm that was meant to contain a spill, to make sure it leaked into the ocean, and THEN prevented Clean-up Crews (from anywhere) from reaching it quickly. Oh, yah, they’ve got the power …. just no brains.

            You didn’t need to do them one better.

          7. You cannot declare war unless you are a nation. HA is not a nation and that has rules. For example in USA congress is the only thing allowed to do that. President does not get to declare war. Mayors or Governors do not either. HA has no authority to declare war. They can attack but that is an illegal attack not war.

Not anybody who goes into politics. Does any Israeli Knesset member get to declare war? Declaring war requires a set of rules to be followed based on the law of the particular nation. Any MP or politician does not get to do that just on their own. Why are people so poorly educated on matters so important. My god!

            Here is another example. Israel and USA insisted on elections in Gaza. Then they got Hamas and that upset them. Well anyone with any kind of knowledge would have told them. Why do something that will come back to haunt you?

            HA is a direct result of occupation of Lebanon. I do not support them but that is what made them be. Whenever extreme pressure is applied you get radicalism. It may feel good to “show them” but then for generations to come there is blowback.

            the Hamas example is I-relevant to the discussion but only because the PA is not a state- i agree that there are questions to be asked here . only saying that it’s not a state so the formal treatment is different imo.

            The basic problem for Lebanon, which has trouble still thinking of itself as ‘One Country’ with defined borders, is that it becomes a Turkey squeezed between two wings, which has no ‘Legs’ at all.

And yes, the whole country paid because the whole country allowed (and supported) Hezbollah in the conflict with Israel.

            But there is hope, when an Israeli and an Arab meet in a civilized country, they are capable of becoming friends, which simply means: with the right conditions they can live peacefully together.
            The right conditions can be summed in one word: civil society. Get over the religious state and human of all ethnicities, sects, races, sexual orientations and even those who love ferret legging sport … can indeed live together.
            Unfortunately for now the Arab world is getting more religiously fanatic and Israel (!!!) instead of reinforcing the civil society that it was built upon and allowed it to survive is voting to become a religious state, a step very much in the wrong direction.
            At which point the civil human will tell both: keep fighting, you don’t deserve peace.

    Regardless Hezbollah started the war or not even though it was dumb ass decision but they can’t help it because Iran ordered them to.. But in any case when Japan bombed Pearl Harbor, they US destroyed two cities and killed hundreds of thousands of civilians. then the US helped practically build Japan into a modern industrial empire.
    Israel pushed the Palestinians over our borders therefore at least they owe us fees all those years for keeping the them in our country. Israel must pay Lebanon not only 850 millions dollars but more 20 billion dollars if they ever want peace with Lebanon. If Israel want peace they need to stop take over settlements. Israel will never be at peace and neither will be its neighbors. Israel causes so many cancer to Lebanon and killings. But also the UN need to force Syria to hand over all the killers and assassins of Lebanese citizen and force it to pay billions of dollars as well. Fair is fair and if you ask Israel for Damages then you need to ask Syria as well.

          2. Just to be clear: two wrongs don’t make a right. Any kind of attack which can be avoided should be avoided. In general only those who are personally guilty should get punished. Not their families; not their neighbors; not anyone else. That means both Lebanese and Israeli general population should never get punished.
